Biography
Anas El Filali (MD, MBA) has served as Advisor to the Cabinet of the Speaker of the House of Representatives of the Kingdom of Morocco since 2021.
A medical doctor (Université Paris V and Université Hassan II), he holds an Executive MBA from the École Nationale des Ponts et Chaussées (Paris-ENPC) and a postgraduate degree (DIU) in social psychology from Université Paris-Descartes. For over fifteen years, he has operated at the intersection of senior public administration, innovation, and behavioural sciences.
His public service trajectory includes an advisory mission to the Cabinet of the Minister of National Education and Sports (2025), positions within the Cabinet of the Minister of Youth and Sports (2019-2021) and the Cabinet of the Minister of Social Development (2010-2012). In 2011, he contributed to the work of the Consultative Commission for the Revision of the Constitution.
From 2015 to 2019, he served as an expert lecturer at the Moroccan Academy of Diplomatic Studies (Ministry of Foreign Affairs), focusing on soft power, strategic influence and digital diplomacy. Since 2020, he has sat on the Investment Committee of the Azur Innovation Fund, a public-private vehicle dedicated to technology innovation.
A recognised figure in Morocco's digital landscape and winner of the Moroccan Web Awards (2009), he was an early adopter of operational artificial intelligence: as early as 2013, he launched, through his entrepreneurial activities, an exploratory project combining AI and gamification applied to learning. He previously led innovation and R&D for the Maghreb region at Servier Laboratories (2008-2011).
His current work focuses on the intersection of public governance, behavioural sciences and artificial intelligence, with a particular interest in the conditions of democratic legitimacy for AI public policies.
