Rising borrowing costs and political uncertainty are making it increasingly difficult for regional and local governments to finance the investments required for the green transition. Yet subnational governments, which accounted for 68% of climate-related public investment in OECD countries in 2023, remain central to achieving climate objectives. As cities increasingly invest in nature-based solutions – such as parks, urban forests, green corridors and blue-green infrastructure – to strengthen resilience and deliver environmental and social benefits, a key challenge is how to fund, manage and maintain these assets over the long term. Addressing this challenge requires stronger approaches to valuing nature, innovative financing instruments and effective stewardship models. This session will explore how public and private capital can be mobilised to scale investment towards nature-positive cities and ensure the long-term performance of natural assets.
