Matthieu Collette is a VP-Ratings at Moody's Ratings, where he covers a portfolio of public sector issuers across EMEA, including local and regional governments, government agencies, and multilateral financial institutions. Matthieu has 25 years of experience in public economics and finance, credit analysis, and financial advisory services. Prior to joining Moody's, he was Head of Economic and Financial Research at Finance Active (Altus Group). He has also served as a senior advisor to United Cities and Local Governments (UCLG) and to Régions de France, the association representing French regional governments. Matthieu has lectured at INET, EHESP, the University of Strasbourg, and AFD Campus. Based in Paris, he holds a Master's degree from Paris-Panthéon-Assas University, where he began his career as a teaching and research assistant in financial economics.
