Description
Veronika Kaska is the Deputy Director at Astangu Vocational Rehabilitation Centre in Estonia. In her role, she is responsible for strategic planning, quality management, and the systematic development of the organisation’s work processes. She leads the integration of novel approaches – including digital and innovation-driven solutions – into everyday practice, ensuring that strategic objectives are translated into measurable results and a strong quality culture.
At Astangu VRC, Veronika has developed a particular interest in how cross-sector collaboration and structured knowledge exchange can strengthen organisational learning, improve service design, and enhance outcomes for people with additional support needs.
Before joining Astangu, she worked in the field of internal security at the Estonian Ministry of the Interior and the Estonian Academy of Security Sciences. Her portfolio has included citizenship, migration, visa and return policy, and the planning and management of EU funds. She has extensive experience in legislative drafting, participation in EU policy processes, negotiations with third countries, and analytical research.
Veronika holds a BA and MA in Law from the University of Tartu, a BA in Public Administration, and an MSc in Analysis and Design of Information Systems from Tallinn University of Technology.
