Description
Mr Mena serves as a Minister Counsellor at the Mission of Costa Rica to the WTO since 2015. At the Mission he currently oversees the regular work of the Council for Trade in Goods and its subsidiary bodies and is in charge of Costa Rica’s initiative for multilateral reform in the domestic support pillar.
At the WTO Mr Mena has served as Vice-Chair of the Working Party on State Trading Enterprises and as Chairperson of the Committee on Sanitary and Phytosanitary Measures. As a trade negotiator at the Ministry of Foreign Trade, Mr Mena has been part of the national market access team in negotiations of bilateral and plurilateral agreements. Mr. Mena also participated in the successful accession process of Costa Rica to the OECD, and since 2015 represents his country at the Working Party of the Trade Committee and the Joint Working Party on Agriculture and Trade, where he currently serves as Vice-Chair.
Mr Mena has a degree in Economics from the University of Costa Rica and has co-authored several working documents, analytical papers and proposals on issues related to agriculture reform.
