Description

Theo Sands is a principal Evaluation Manager within the independent Evaluation Department at the European Bank for Reconstruction and Development (EBRD). The Evaluation Department’s vision is to make evaluation useful and used by conducting high quality and independent evaluations to strengthen accountability and provide evidence-based lessons for better results. The EBRD’s mandate is to support transition towards market-orientated economies, with a specific focus on climate finance to support the Green Economy Transition. During his time at EBRD, Theo has focused on evaluations which support more effective decision-making to advance the green transition and address the climate emergency. These have included an evaluation of the Bank’s support to solar energy, as well as a knowledge paper drawing lessons and insights from evaluation on how multi-lateral development organisations should approach investment within the energy sector. Prior to joining EBRD, Theo worked as an Evaluation consultant for a wide range of multi-lateral and bi-lateral organisations, as well as philanthropic institutions. In that role, he covered a range of thematic areas including renewable energy, private finance mobilisation, energy equity challenges, and job creation via the green transition.
