Description
James has been the PIAAC lead for England since 2016 and has been the Board of Participating Countries Co-Chair and member of the PIAAC Bureau and Strategic Development Group since 2020. He is a Senior Researcher at England’s Department for Education contributing to adult skills and international research studies and evidence since 2012. His work with the OECD has also included development of England’s Apprenticeship policy and he has worked closely with several other committees and working groups. Educated in Politics and Economics from the University of Plymouth, including a year at the Central Connecticut State University, James went onto study research methodology. He has previously worked as a primary school teacher, and in local government economic development and commercial market research.
