Description

Jair de Siqueira Bittencourt Júnior is the Secretary of State for Regional Development of the Interior, Fisheries and Family Agriculture (SEDIPAF) of Rio de Janeiro. A lawyer and rural producer from Itaperuna, he has spent more than two decades as one of the state’s leading voices for the development of inland regions. His public career includes serving as Mayor of Itaperuna (2005–2008) and three consecutive terms in the Rio de Janeiro State Assembly, where he also held the position of First Vice-President (2019–2020). He was re-elected in 2022 with 75,253 votes and co-authored State Law 10.517/24, which introduced the “One Health” concept into state legislation. Bittencourt has also held executive leadership roles in the agricultural sector, having served twice as State Secretary of Agriculture, Livestock, Fisheries and Supply. Since February 2025, he has led the newly created SEDIPAF, overseeing EMATER-RIO and FIPERJ and advancing strategic programs such as “Estradas Agro RJ,” reaffirming his longstanding commitment to strengthening rural infrastructure and the economy of Rio de Janeiro’s interior.
