Description

A civil servant in the Higher Corps of Technicians of the General Administration, Alfonso Carlos García Romero has ten years of experience in public administration at four levels of government: European institutions, General State Administration, Regional Government of Andalusia and the Provincial Council of Jaén. His responsibilities have always been at the European and international levels, with a territorial perspective, giving him extensive experience in multi-level governance. His education combines the legal and political fields, with degrees in Law and Political and Administrative Sciences from the University of Granada. He then deepened his specialization in European Union Law at the Institute of European Studies in Brussels and obtained a PhD in European Affairs from the University of Seville. In 2024, he completed the Public Management Leadership Program at IESE Business School. Since October 2024, he has held the position of Deputy Director General of European and International Relations, and since April 2025, Deputy Director General of European and International Relations at the Ministry of Territorial Policy and Democratic Memory, where he is responsible for cooperation between European institutions and international organizations with Spain, in connection with the autonomous communities and local authorities. He is also an Associate Professor of European Union Law at the Carlos III University, where he promotes knowledge of European values and principles.
