Youssef Hosni
Born on October 20, 1975, in Tangier, Morocco.
With a scientific academic background, he graduated from the National Forestry School of Engineers in Salé in 1999 with a State Engineering degree in Natural Resources Management. He also holds an MBA in Public Management from Al Akhawayn University, earned in 2012.
He began his career in the forestry administration in September 1999, initially working on integrated development projects in forest and peri-forest areas in the northern regions of Morocco. He subsequently shifted his focus to other areas of expertise, particularly Human Resources (HR) management, within the central services of the forestry administration.
He was later appointed Director of Finance and Human Resources, first within the Department of Vocational Training and Employment, and subsequently in the Department of Urban and Territory Planning.
In May 2019, he was appointed Director General of the Office of Cooperation Development, a public institution with legal and financial autonomy under the supervision of the Ministry of Tourism, Handicrafts, Air Transport, and Social Economy—tasked with supporting the development of the cooperative sector in Morocco.
In April 2023, he was appointed Secretary General of the Ministry of National Territory Planning, Urban Planning, Housing, and City Policy.
He is a member of the High Council of the Civil Service.
