A lawyer from the University of Antioquia and a specialist in Administrative Law from the University of Medellín, he has 28 years of experience in the service of local governments, defending autonomy and decentralisation as Executive Director of the Colombian Federation of Municipalities. His vision is nurtured by his experience as former Mayor of Jericho, Antioquia for two terms. His expertise with local governments gives him a deep understanding of the challenges and experiences of local development.
