Economist from the Universidad Autónoma de Occidente in Cali (graduated with honors thesis), with a Master’s degree in Government and Public Policy from Universidad Externado de Colombia. He has 20 years of professional experience.
He has served as a professor of economics at the National University of Colombia, Universidad de Los Andes, Universidad Externado de Colombia, Universidad Central, and the College of Higher Studies in Administration (CESA), among others. He is the author and co-author of five books, including: La Industria. Historia general, Estado o mercado y desventajas del TLC con EE.UU. (Aurora Editions, 2016), La desigualdad como norma (Aurora Editions, 2017), and Cambio de rumbo. Hacia una Colombia incluyente, equitativa y sustentable (National University of Colombia Press, 2021).
He has written over 300 opinion columns for media outlets such as El Espectador and Revista Dinero. He is also the author and co-author of dozens of economic analyses and research studies on topics such as mining, industrial policy, productive development, international trade, international financing mechanisms, pensions, labor market, among others.
He has been part of social initiatives such as the Network for Action Against Free Trade (Recalca), the Hemispheric Social Alliance, the Network Against Large-Scale Transnational Mining (Reclame), the Tax Justice Network in Colombia, the Global Alliance for Tax Justice, the Fiscal Work Network, and the Production Alliance.
He participated in the drafting and implementation of the National Reindustrialization Policy of the Government of the Republic of Colombia (2022–2026). He served as Director of Productivity and Competitiveness at the Ministry of Trade, Industry and Tourism, and as Head of the Office of International Affairs at the Ministry of Agriculture and Rural Development.
