Description

Francisco Saffie Gatica leads the Economic Regulation Division at the Chilean Ministry of Finance. In that role, he advises the Minister of Finance on regulatory issues, measures the impact of regulation, and analyzes the relationship between regulation, productivity, and economic growth. He proposes legal and regulatory changes to the Minister of Finance to improve regulatory efficiency. Before assuming the role of Economic Regulator Coordinator at the Minister of Finance, Francisco acted as the Chilean Ambassador to the OECD (2022-2024). He also served as a tax policy advisor to Finance Ministers Alberto Arenas and Rodrigo Valdés in President Bachelet's second government. Francisco practiced law in prestigious Chilean law firms, specializing in taxation, and was a law professor at the Law School of Universidad Adolfo Ibáñez from 2012 to 2022. Francisco holds an LLB degree from Universidad de Chile, a Master’s in Taxation degree from the same university, and a PhD in Law from the University of Edinburgh. In addition, he was a Global Postdoctoral Fellow at the New York University School of Law during 2018-2019.
