Description
Since 2018 Graham has been the Chief Executive of the UK’s product regulator, the Office for Product Safety and Standards (OPSS), part of the Department for Business and Trade. He is responsible for advising Ministers on setting regulatory policy for consumer product safety, hallmarking and weights and measures and for steering the UK’s policy on standards, accreditation and market surveillance as part of the national quality infrastructure. Reforms to regulatory policy in the UK include recognition of the need for regulation to support growth and reduced administrative burden. OPSS is a frontline regulator enforcing product regulations affecting safety, environmental impact, cyber security and international trading obligations across the product lifecycle - in the high street, at the border and online. OPSS leads on aspects of good regulatory delivery including the Regulators’ Code and operating Primary Authority through which 100,000 businesses gain access to assured advice. Under Graham’s leadership, OPSS has grown and taken on new responsibilities including regulation of construction products. This was in line with a recommendation made in the Independent Review of Building Regulations and Fire Safety led by Dame Judith Hackitt following the Grenfell Tower fire.
