CC9, English/French interpretation, livestream Regulations that aim to uphold the public interest seek to influence the behaviour of individuals or businesses, involve some level of cost. The challenge policy makers and regulators face is to ensure that burdens are justified justified by the benefits that regulations are expected to deliver. Improving estimation techniques will not only improve the quality of evidence upon which to base decisions, but also provide the basis for future monitoring and evaluation, without imposing unnecessary burdens on regulated entities. This session will explore the current challenges in adequately measuring regulatory costs and benefits. The discussion will include a focus on issues around cumulative and distributional impacts. Additionally, it will discuss whether existing tools remain appropriate and, if not, how they might evolve, while also exploring the role of qualitative insights and digital technologies.
