Description

Stefano Piano is a labour market economist at the Employment, Labour and Social Affairs Directorate of the OECD. Since joining the OECD, he has covered a wide range of skills policy issues, advising countries on how to strengthen VET and higher education policies, raise participation in adult learning and improve the governance of the skills system. He worked on developing national skills strategies for Kazakhstan, Lithuania, Northern Ireland, Poland and the Slovak Republic. More recently, his focus has shifted to understanding how governments can increase training in enterprises and improve the dissemination of information on current and future skills needs, especially in the context of the digital and green transition. For example, he has co-written the report “Training in Enterprises: New Evidence from 100 Case Studies”, which looks at why and how governments should support enterprises to train, relying on 100 qualitative enterprise case studies. He has also led the delivery of the “Piattaforma Competenze e Lavoro”, the first interactive tool to present data on skills, job market demand and education courses in Italy. Prior to joining the OECD, he advised several UK and international government departments on labour market and skills policies, while working as an economist for Frontier Economics in London and Paris. Among other things, he supported the UK Department for Environment, Food and Rural Affairs in evaluating how to raise the productivity of businesses in rural areas and he helped the UK Department of Education to assess how to attract and retain teachers and trainers in further education colleges. Stefano has completed postgraduate studies in Economics at the University of Cambridge and the London School of Economics and Political Sciences as a Rotary Scholar.
