MAIN FOCUS: REGIONAL POLICY, DATA-DRIVEN SOLUTIONS AND DECENTRALIZATION
STATE POLICY COORDINATION: DIRECTIONS
- state regional policy;
- development of local self-government;
- strategic planning;
- restoration of affected regions, territories and infrastructure;
- protection of critical infrastructure;
- arms logistics;
- digital restoration management;
- automated monitoring and assessment of regional development.
KEY ACHIEVEMENTS
- worked on the creation and launch of E-Road, the first digital management system for the road industry in Ukraine, and later – became the ideological inspiration and key beneficiary of the launch of the Digital Restoration Ecosystem for Accountable Management – a unified environment of all digital restoration tools;
- created opportunities for communities to directly participate in the selection of projects financed by the State Fund for Regional Development. The «Diia» application will be a platform for engaging citizens;
- launched an international logistic hub for receiving defense aid from Ukrainian partners, joined the organization of the arms logistics process;
- launched a large-scale reform of the quality management of infrastructure projects, which provides for the transition to modern global practices in the processes of planning, prioritization, construction norms and standards, the procurement process and risk insurance;
- a direct consequence of this reform is the introduction of The Civil Engineering Standard Method of Measurement (CESMM4) in Ukraine – this made the Ukrainian road market understandable for international partners and business.
- worked on attracting the first infrastructure Eurobonds to the Ukrainian market;
- successfully launched an anti-corruption program in the Road Agency within the framework of the agreement with the EBRD and the EIB together with the Basel Institute on Governance. Today, this experience is established already at the level of the Ministry;
- helped to launch the Weigh-in-Motion system (automated dimensional and weight control) in Ukraine: both at the pilot project level (as part of the agreement with IBRD) and at the national level.
BEFORE THE APPOINTMENT TO THE POST OF DEPUTY MINISTER, HELD POSITIONS:
- Deputy Minister of Infrastructure of Ukraine (May 2022 – February 2023);
- Adviser to the Minister of Infrastructure of Ukraine (May 2021 — May 2022);
- Director of the Reform Support Team under State Agency of Automobile Roads of Ukraine (October 2020 — June 2022);
- communications manager of the reform support team of the Ministry of Natural Resources (April 2018 – April 2020);
- managed the communication and consulting company Fixer Agency (September 2016 - April 2018).
