Gracia Vara Arribas is a lawyer working as the Head of the European CAF Resource Center and expert project leader at the European Institute of Public Administration in Maastricht, the Netherlands. Her fields of specialisation cover multilevel governance, better regulation, quality public service, and the evaluation of public policies and projects, with a special focus on strategic public procurement law and practice. Gracia also works as a consultant for European institutions (Commission, Committee of the Regions, the European Parliament, the European Court of Auditors) and regional and local governments.
