Mr Picard is an actuary, fellow of the Society of Actuaries and of the Canadian Institute of Actuaries. Since 2014, he is the Head of the Actuarial Services Unit of the Social Protection Department at the International Labour Office in Geneva. Since 2014, this unit has conducted over 50 actuarial valuations and other projects related to the design, financing, investment and governance of social security schemes. He is involved in the management of the BMZ funded programme on OSH and income support for garment sector workers in response to the COVID-19 pandemic as well as in supporting the Call to Action for the garment industry. Mr Picard has also been involved in setting-up the compensation arrangements for the victims of the Tazreen building fire and Rana Plaza building collapse in Bangladesh as well as the Ali Enterprises Baldia Factory fire in Pakistan. Prior to joining the ILO, he has been a pension consultant in Canada for occupational pension plans for 27 years.
