Description

Kerry M. Mannion is the Special Agent in Charge – Headquarters of the U.S. Food and Drug Administration, Office of Regulatory Affairs, Office of Criminal Investigations (OCI). Kerry is responsible for leading the daily operations of OCI Headquarters, including national level programs and international activities. Kerry leads and coordinates OCI’s strategic response to the global distribution of illicit pharmaceuticals and other FDA regulated products by transnational criminal groups, which frequently involves collaboration with representatives from law enforcement, health regulatory, and intellectual property agencies, and regulated industry. Through an innovative whole of governments approach, recognizing the threat posed by illicit pharmaceuticals has become too complex to be adequately addressed by a singular stakeholder, Kerry is responsible for several multinational initiatives intended to advance global public health. These include the first joint international enforcement operation executed by the Government of India targeting violative FDA-regulated products originating from India and an ongoing initiative with the Government of the United Kingdom examining the movement of illicit medicines via the mail. Kerry possesses more than twenty years of law enforcement experience and is a recognized technical expert on matters affecting the global supply chain and the distribution of FDA-regulated products. Kerry earned a Bachelor of Science in Education from The Citadel, The Military College of South Carolina, and a Master of Science in Organizational Leadership from Johns Hopkins University.
