Biographie
Carolina is a Spanish national who graduated in law at Complutense University, Madrid, and who holds a Master in EU Law (Alcala de Henares University, Madrid). She joined the Council of Europe in 2005 where she has held a number of positions working on issues ranging from environmental protection to human trafficking, gender equality, migration policies and the Istanbul Convention. She joined the secretariat of the Parliamentary Assembly of the Council of Europe in 2024, where she is Secretary of the Equality and Non-Discrimination and works closely with the General Rappporteur on Violence against Women.
