Description
Kate Dowen is Deputy Director for International Climate Finance Portfolio and Strategy at the UK Department for Energy Security and Net Zero (DESNZ). She has worked on climate and energy policy across the UK Government since 2009, including roles leading UK climate finance negotiations, the UK PACT programme, climate partnerships, and nature finance. Prior to starting her current role in 2023, Kate held senior positions in both BEIS and the Scottish Government. She now leads strategic oversight of DESNZ's international climate finance portfolio and works across climate, development and international policy priorities.
