Description

Valerie Dabady is a seasoned development professional with extensive expertise in mobilizing capital and cultivating strategic alliances to advance Africa’s development agenda. She currently serves as Manager in the African Development Bank’s Resource Mobilization and Partnerships Department, where she leads engagement with sovereign donors and oversees the delivery of major fund replenishment efforts. In December 2025, she successfully concluded the 17th replenishment of the African Development Fund, securing commitments for a record $11 billion to support 37 low-income African countries, with 20 first time contributions from African countries and the innovative access to the capital markets for the ADF. A trained transactional and policy lawyer, Ms. Dabady has held several senior advisory roles at the Bank. From 2009 to 2012, she served as Advisor to the Vice-President for country programs and policy, where she helped shape the Bank’s re-engagement strategy with Zimbabwe and established its first country-specific trust fund focused on emergency operations in the power and water sectors. In 2013, she advised the Vice-President overseeing the Bank’s return to its Headquarters in Abidjan, a complex change management effort that involved relocating more than 5,000 staff and their families from Tunis. Ms. Dabady has led resource development efforts with both sovereign donors and non-traditional partners. Before assuming her current role in 2021, she managed the Bank’s engagement with philanthropic organizations and private sector entities, including the Bill & Melinda Gates Foundation and the European Union, helping to diversify and deepen its funding base. Prior to joining the African Development Bank, Ms. Dabady practiced law at Baker & McKenzie and O’Melveny & Myers in New York City. She holds a Juris Doctor from Harvard Law School and a Bachelor of Arts from Brown University.
