Post-2008 prudential reforms strengthened financial resilience through stronger capital, liquidity and risk oversight. Yet, with official development assistance (ODA) falling and global shocks recurring, resilience also depends on mobilising private capital at scale for sustainable development in Emerging Markets and Developing Economies (EMDEs). This has sharpened attention on how the implementation of prudential frameworks interacts with financing structures and misperceptions of EMDE risk, shaping private investment. Bringing together researchers, regulators, standard setters, policymakers and market participants, this session reviews emerging evidence on unintended consequences, exchanges perspectives and identifies priorities: without reopening prudential regulation, are there pragmatic, low-hanging improvements to technical implementation aligned with EMDE and energy-security needs while preserving financial stability?
