Description
Ms Francesca Vitale is currently Head of the Central Directorate for Large Business Taxpayers and International within the Taxpayers’ Compliance and Enforcement Division of the Italian Revenue Agency.
In this role, she oversees activities related to tax audits and assessment, interpretation services, advance rulings, litigation, and collection for large taxpayers, including taxpayers admitted to the Italian cooperative compliance regime. She also exercises strategic oversight and coordination of international cooperation initiatives and institutional relations with international organizations, across all taxpayer categories. She has previously been Head of the International Department and Head of the Compliance Department of the same Central Directorate, and Head of the International VAT Unit of the Central Directorate for Tax Legislation.
In May 2025, following years of experience as delegate and Vice-Chair, she was appointed Chair of OECD Working Party No. 9 on Consumption Taxes.
Francesca holds a law degree and a PhD in corporate tax law from LUISS University in Rome. From 2010 to 2011, she worked at the Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes, operating within the OECD Secretariat.
