Description
Artur Swistak is Deputy Division Chief in the Tax Policy 2 Division of the IMF’s Fiscal Affairs Department, with over 15 years of experience in advising governments worldwide on tax policy design and reform. Currently, he oversees capacity development and country work in the Asia and Pacific region. Prior to joining the IMF, he led tax policy analysis at Poland’s Ministry of Finance, working in close collaboration with the European Commission, OECD, and the World Bank.
He holds an MA from the University of Lodz and a Ph.D. in economics from the Warsaw School of Economics. His research and publications focus on the Value Added Tax (VAT). He is the lead co-editor of the forthcoming book: The Future of the VAT (IMF, 2026).
