Description
Lesley currently heads the Revenue Augmentation Unit at the South African Revenue Service. She leads cross functional programmes that strengthen VAT compliance, optimise refund integrity, and align audit driven interventions with national revenue goals together with improving revenue collections and improving taxpayer compliance.
Her VAT journey began in VAT refund administration and progressed through leadership roles and advisory work, giving her a practical lens on how tax policy, systems, and behaviour interact to sustain voluntary compliance
Lesley collaborates widely across SARS and with external stakeholders including the OECD’s WP9, influencing and translating policy into executable operations that lift compliance and support inclusive growth. She brings an operationally grounded perspective on VAT design, policy, administration, and the practical conditions that make best practice standards work in the real economy.
