Biography

Pirjo Turk is the Director of Equality Policies Department in the Ministry of Economic Affairs and Communications. Throughout her career, she has gained extensive expertise in gender equality, social and labour policies. Ms. Turk worked as an analyst in Praxis Centre for Policy Studies, where she authored various studies that dealt with family and work-life reconciliation, gender mainstreaming in labour and social policy, and gender aspects in social inclusion. In 2016, she became the head of family policy in the Ministry of Social Affairs, where she successfully led the changes to the parental leave and benefit system. The aim was to encourage more fathers to participate in childcare responsibilities and make the leave system more flexible. Since 2019, she was an adviser of employment policies in the Ministry, where her main focus was on working relations, work and private life reconciliation, gender equality in working relations, and other related areas. As an experienced applied researcher and policy developer, she strongly believes in evidence-based policymaking. Pirjo Turk gained her bachelor's degree (Estonian Institute of Humanities) and master’s degrees (Helsinki University) in sociology, and she has another master's degree (cum laude) in Change Management of Society from Tartu University. She is currently also pursuing a PhD in Political Science at the University of Tartu.
