Biography
Rafał Kownacki is Director of the Department of International Cooperation at the Ministry of Digital Affairs of the Republic of Poland. Reporting directly to the Deputy Prime Minister of Poland, he leads the Ministry's international engagement, overseeing bilateral and multilateral cooperation and coordinating the implementation of Poland's strategic digital priorities at the European and global levels.
He represents Poland in key international organisations, serving as a delegate to the OECD Digital Policy Committee and as a member of the ICANN Governmental Advisory Committee (GAC). His work focuses on digital governance, international digital policy, regulatory cooperation, and fostering partnerships that support an open, secure, and resilient digital ecosystem.
With nearly two decades of experience in legal and business consulting, he specialises in ICT law, internet governance, and digital regulation. Throughout his career, he has advised public and private sector stakeholders on regulatory strategy, policy development, and advocacy. He is committed to advancing international dialogue and evidence-based policymaking to support secure, inclusive, and innovation-driven digital transformation.
