Description
Frank is an Associate Professor and Deputy Research Director at the Grantham Institute of the London School of Economics. As an economist, he focuses on optimal climate policy, taking into account risk, imperfect information, technological change and inequality. He specializes in dynamic optimization under uncertainty, and develop integrated assessment models, looking at welfare-maximizing emission paths reaching net zero. More recently he has started solving these models with deep neural nets.
He also does applied empirical work, investigating how carbon markets affect emissions, how litigation affects the value of firms and how warming affects GDP. Starting his career as an engineer in forestry and soil management, he also has an interest in climate physics, tipping points and biodiversity loss. More recent projects in this area include empirical extinction risk, valuing temporary carbon removals and risk analysis of offset portfolios.
