Description

Isaac Rugamba is the Manager for Resource Mobilization and Financial Institutions Relations at the Development Bank of Rwanda (BRD), where he leads efforts to design and mobilize innovative financing instruments that drive Rwanda’s sustainable development agenda. With nearly a decade of experience spanning development finance and economic policy, Isaac has been instrumental in positioning BRD as a catalyst for climate action and inclusive growth. He played a key role in the design of Ireme Invest, BRD’s flagship climate finance facility that supports green and resilient investments across key sectors, and led the structuring of the Bank’s first Sustainability-Linked Bond — the first of its kind issued by a national development bank globally. His work focuses on leveraging partnerships and blended finance to expand access to climate finance, support women-led enterprises, and promote sustainable housing solutions. Isaac holds a Master’s Degree in Public Policy and Management from SOAS, University of London, and a Bachelor’s Degree in Social Sciences from the University of Cape Town.
