Description
Electrical Engineer and Business Administrator, he has worked designing and implementing telecommunications projects since the year 2000 in optical fiber, mobile networks, wireless transmission and propagation prediction systems; with experience in production planning for high volume manufacturing systems in the semiconductor industry.
He has been in the public sector since 2011, working in radioelectric spectrum management and telecommunications networks, IMT systems, satellite, narrow band communications, broadcasting (including the transition to digital television with the ISDB-Tb standard), interference analysis, propagation studies, communications infrastructure development, international telecommunications regulations and spectrum harmonisation, among other areas.
He has been the head of delegation in international forums within CITEL (part of OAS) and ITU, including several WRC meetings, and is currently the Costa Rican delegate for the OECD’s Digital Policy Committee and several of its working parties.
