Biography

He holds a degree in Law from the Complutense University of Madrid, graduating top of his class in both the General Course on Legal Practice and the Special Course in Labour Law at the School of Legal Practice. He served as Secretary-General of the Presidency of the Government from June 2018 until his appointment as Minister of the Presidency, Relations with Parliament and Democratic Memory in July 2021. Previously, from 2008, he held the position of Legal Counsel at the Bank of Spain and was later appointed Head of the Labour Legal Advisory and Legal Documentation Division. He has taught at the IE Law School (Instituto de Empresa) and practised law at the firm Uría Menéndez. He has been awarded the Distinguished Cross, 2nd Class, of the Order of Saint Raymond of Peñafort by the Ministry of Justice, as well as prizes from the Madrid Bar Association and the School of Legal Practice of the Complutense University of Madrid.
