Biography
Antti T. Leinonen is the Permanent Secretary at the Ministry of Justice of Finland. Born in Helsinki in 1967, he holds a Master of Laws from the University of Helsinki and a postgraduate LL.M. in International Business Law from the University of London. He also completed court training in 1993.
Mr Leinonen has served in the Ministry of Justice since 1992, beginning as a researcher and legislative secretary. Over the years, he has held several senior roles, including Counsellor of Legislation, Director of Legislation, and Director-General of both the Law Drafting Department and the Department for Private Law and Administration of Justice. In 2025, he was appointed Permanent Secretary, the highest-ranking civil servant in the Ministry.
With over three decades of experience in legislative work and judicial administration, Mr Leinonen has played a key role in shaping Finnish legal policy and reform.
