Biography

Carmen Morais is an Art Historian and cultural heritage specialist, currently serving as Advisor at the Spanish Agency for International Development Cooperation (AECID), where she leads the Democracy Programme for Latin America and the Caribbean. Her work focuses on democratic governance, institutional strengthening, and the protection of human rights defenders. She has held senior roles in the Spanish Ministry of Culture, including Head of Cabinet at the Secretariat-General for Culture and Sports and Advisor to the Minister of Culture. Carmen also brings extensive experience from leading cultural institutions such as the Museo Reina Sofía, Patrimonio Nacional, and the Museo del Prado. Her expertise spans curatorial practice, heritage management, and international cooperation, with a strong focus on inclusive cultural policy. A member of ICOM and a qualified museum curator, she combines institutional leadership with academic depth. Carmen holds degrees in Art History and Heritage Management and is completing her doctoral research at the Universidad Complutense.
