Cohesion and Development Agency (AD&C) – Head of Studies and Territorial Policies
Current areas of work: regional development and urban-rural linkages; low density areas; multilevel governance and decentralization processes; regional competitiveness, attractiveness and cohesion; demographic challenges and provision of public services.
• Programming process of European funds 2021-2027
o Regional Programmes 2030 – responsible for designing and programming the Territorial Instruments within the Policy Objective 5 (PO5) and coordination with other Policy Objectives;
o Partnership Agreement Portugal 2030 (Cohesion Policy) – responsible for programming Policy Objective 5 (PO5) “A Europe closer to citizens” and the territorial approach and respective Territorial Instruments;
o Technical coordination of the Just Transition Fund and the respective Territorial Just Transition Plans.
• Participation in the preparatory work of the Recovery and Resilience Plan (PRR).
• “Strategy Portugal 2030” – Responsible for the thematic agenda “A Competitive Country Externally and Internally Cohesive”;
• Responsible for the monitoring activities of the Territorial Instruments, municipal investment and territorialisation of the Cohesion Policy Funds in Portugal 2020.
• Coordination of studies, analyses and working papers produced at NEPT/UPR on territorial interventions and public policies.
• “Development & Cohesion Report 2018” – technical coordination.
• “Annual Report of the Funds” – Coordination of the chapters on territorial monitoring and analysis of territorial policies.
• Regional Dynamics Network – coordination and animation.
• National delegate to the Regional Development Policy Committee (RDPC) of the OECD and to the Rural Working Party (WPRUR).
• AD&C Representative in the Permanent Section of Territorial Based Statistics of the national Superior Statistical Council (CSE).
